The ex-president of the Philippines (Gloria Macapagal-Arroyo) was transferred from a luxurious private clinic to a military hospital, as “The Associated Press” correspondent Hrvoje Hiranjski announced today Friday in Manila. This is a continuation of a scandal whose previous chapter was announced in November, as we will see now.

The newspaper “Manila Standard Today” announced on its front page on Nov 19 of 2011 that the ex-president Gloria Macapagal-Arroyo “is under arrest in a private clinic”. Manila’s newspaper “Sunstar”, had announced on its first page on November 18th: “The Electoral Commission (COMELEC) consigned sabotage charges against the ex-president and current Congresswoman for the district of Pampanga, Gloria Macapagal-Arroyo at the Regional Court of Pasay City.
The lawsuit was presented by the votes of the majority of COMELEC members who approved the report, jointly prepared with the Department of Justice, regarding the Senate elections of 2007. In the Philippines case, the Electoral Commission does not have the status of being a National Power as in Venezuela.

According to “Bloomberg Businessweek”, 12 out of 15 judges of the Supreme Court that were appointed by Mrs. Arroyo, would have given her the temporary permit to leave the country las November 15. The current president, Aquino, declared last October that he will file charges against the ex-president for having received USD 23 millions in 2007, and additionally because her and her husband would had been arranged the elections in 2004 and 2007.
The secretary of the Attorneys College Association (Colegio de Abogados?), Tomás Prado, declared that if Arroyo was absent, she could not be represented, which would be equivalent to prohibit a trial in absence, something which is admitted in Venezuela.. The “Washington Post” explains that Arroyo is the second ex-president that faces trial, the first one being her predecessor, Joseph Estrada, who was sentenced to perpetual prison but was absolved by Arroyo. Her successor Benigno Aquino III was elected under the promise that he was going to liberate the country from corruption and had offered that he would start with Arroyo. SMARTMATIC won in the Philippines the biggest contract in the world’s history of electronic electoral services, when COMELEC disqualified SEQUOIA (Voting Systems), enterprise which had been property of SMARTMATIC during 2005-2006. This contract included 76.350 units and 5000 backups for the total automation of the elections of May 10, 2010.
On top of the claims filed by the Philippine Computer Society (PCS), equivalent to the People Defense Power, against 17 employees of COMELEC and SMARTMATIC-TIM based on the grounds of incompetence, bribery and unethical conduct, the most relevant part of the connection between Philippines and Venezuela regarding SMARTMATIC, is not in the level of the scandals that accompany them, but the connections with the Venezuelan regime installed in 1999.
The scandalous connections would be related, from one side with the multiple demonstrations of the permanent and continuous electoral local frauds since 2003, which would surpass the 15 elections and referendum using SMARTMATIC technology, and from the other side, the suspicious of the financial support that the Venezuelan State would have made to create SMARTMATIC, starting with the first seed contract that ensured their take-off: the “confirmatory” Referendum of Hugo Chavez in 2004.
The subsequent scandals originated by the fiasco in the Chicago Municipal elections through the use of SEQUOIA machines, to which Venezuelan personnel would had been transported, probably from the Venezuelan Electoral Commission (CNE), originated suspects of an international conspiracy.
This case accelerated an investigation of the Committee of Foreign Investments in United States (CFIUS), which were revised given they authorized the selling of SEQUOIA to an enterprise with “possible connections with the Venezuelan government”.

Meanwhile the debate regarding the electoral automation in the Philippines has been opposed from the beginning, a reasonable reaction given the history and reputation of SMARTMATIC, the Social Weather Stations-SWS poll had shown that 75% of the population was very satisfied with the automation of the 2010 elections, and observed it as “one of the most believable and transparent in the history of the Philippines”.
Assuming the competence and professional ethics of SWS owners and officials, it is mandatory to ask: How much did it help the blessing of Mr. James E. Carter, ex-president of the U.S.A? This is a legitimate question as we remember his complicity and participation, when accompanied by César Gaviria and Gustavo Cisneros visiting Miraflores, he blessed the scandalous “confirmatory” referendum of 2004, with the presence of Carter Center, OEA and United Nations – PNUD. His active participation with intermediation of the predecessor of current “Mesa de la Unidad Democratica-MUD”, the Coordinadora Democratica, promoted the preparation and perpetration of this fraud during a whole year, which would have determined the removal of Hugo Chavez from that date, and transformed Chavez in a dictator, illegally assuming the State representation and the Command of the Armed Forces.
This year 2011, James E. Carter had declared regarding the Filipino case, citing SMARTMATIC and COMELEC: “the relatively high public trust and confidence in the use of the optic recognition technology of the brand”. The observatory mission report of Carter Center in 2010, had expressed regarding the automatic elections in the Philippines, “that success is a credit for COMELEC, as well as for the people of the Philippines, towards more transparent elections each time”
Meanwhile in Caracas, without soliciting electoral conditions in elections which are absolutely controlled by the regime’s National Electoral Commission (CNE), the MUD continues in a political “carnival” with the social communication media and with a group of pre-candidates from political parties, from the workers union and from independent sectors, towards a “selection” of a presidential candidate from the “oppositions” on February 12, 2012. It is not explained to the ex-country, that even if the indispensable conditions were “graciously conceded” to this date, it would still be compromised any possibility of having an electoral system which guarantees the respect of the collective people’s will, thus conducing the Nation to another scam-fraud on October 7th of 2012.
If we add the political organizations included in the “MUD league”, which according to poll surveys represent a minority, the political carnival of the organizations that support the country to the collective suicide, among them SUMATE, ESDATA and the successors of “Electoral Eye”, La Colina Group, Petroleum Group, Inter-Universities Front, and all survey agencies which would join in another great scam of the individual and electoral international observation missions, it is clear that the tolerated political spaces are exclusive for one of the 2 totalitarian groups: the regime and the oppositions.
We refresh, once more, the incongruence contained in the Venezuelan “electoral mockery”. The tangible reality, that rolls over us every day, is that the nation is being diluted as it is occupied by a foreign army and is transformed in VENECUBA, and that the rule of law disappeared, with a systematic violation of human rights.
Who could think that through this way, cynically called “electoral” and despised by the majority of the population, we could return to the rule of law and to peace? . The indispensable leadership to march towards re-establishing the liberties can’t be among one of them, because all of them would be, even with the best of intentions, co-validating an illegitimate triumph and associated with the international organized crime, whose temple is the Venezuelan Electoral System.

La demanda se habría presentado por votación de la mayoría de los miembros de COMELEC para aprobar el reporte, conjuntamente elaborado con el Ministerio de Justicia, sobre las elecciones del Senado de 2007. En el caso Filipino, la Comisión de Elecciones no posee el rango de Poder Público Nacional de Venezuela.

Según “Bloomberg Businessweek”, 12 de los 15 jueces de la Corte Suprema que fueron nombrados por la señora Arroyo habrían dado el permiso temporal para salir del país el pasado 15NOV. El presidente actual, Aquino, había declarado el pasado octubre que denunciaría a la ex presidente por haber recibido 23 millones de US dólares en 2007 y adicionalmente porque tanto ella como su esposo José Miguel, habrían arreglado las elecciones de 2004 y 2007.

SMARTMATIC ganó en Filipinas el mayor contrato en la historia mundial de los servicios electorales electrónicos, cuando COMELEC descalificó a SEQUOIA (Voting Systems), empresa que habría sido propiedad de SMARTMATIC durante 2005-2006. Se trató de 76.350 unidades y 5000 máquinas de reserva para la total automatización de las elecciones del 10MAYO2010.
Aparte de las denuncias consignadas por la Philippine Computer Society (PCS), equivalente a una Defensoría del Pueblo, contra 17 empleados de COMELEC y de SMARTMATIC-TIM en base a alegatos de incompetencia, soborno y conducta no ética, lo relevante de la conexión entre Filipinas y Venezuela relacionada con SMARTMATIC, no sólo estaría en el nivel de los escándalos que la acompañan, sino en las conexiones de SMARTMATIC con el régimen venezolano instalado en 1999.
Las escandalosas conexiones estarían relacionadas, por una parte, con múltiples demostraciones de los fraudes electorales permanentes y continuados locales a partir de 2003, que superarían las 15 elecciones y refrendos usando la tecnología SMARTMATIC, y por la otra, por las sospechas de los aportes financieros que habría hecho el Estado venezolano para la creación de SMARTMATIC, a parte del contrato semilla que habría asegurado su despegue: el Referéndum “ratificatorio” de Hugo Chávez en 2004.
Los escándalos posteriores que originó en USA el fiasco en las elecciones municipales de Chicago mediante el uso de las máquinas de SEQUOIA, a las que se habría trasladado personal venezolano, probablemente también del CNE, originó la sospecha de una conspiración internacional.
Este caso aceleró investigaciones del Comité sobre Inversiones Extranjeras en EEUU-CFIUS, que fueron revisadas, debido a que había dado la autorización para la venta de SEQUOIA a una empresa “con posibles conexiones con el gobierno venezolano.”
Aunque SMARTMATIC habría colaborado inicialmente con el CFIUS durante las investigaciones de octubre de 2006, “en particular en lo relacionado con la propiedad de la empresa, se retiró en diciembre de 2006 y vendió SEQUOIA.” (http://en.wikipedia.org/wiki/Smartmatic)
Mientras el debate sobre la automatización electoral en Filipinas ha sido adversado desde su inicio, razonable reacción ante los antecedentes de la tecnología y prestigio de SMARTMATIC, la encuesta de Social Weather Stations-SWS habría mostrado que el 75% de la población estuvo muy satisfecha con la automatización de las elecciones de 2010 y la observaron como “una de las más creíbles y transparentes en la historia de Filipinas”.
Asumiendo la competencia de SWS y la ética profesional de sus oficiales y propietarios, es obligatorio que nos preguntemos: ¿en cuánto habría ayudado a esta percepción popular la bendición del señor James E. Carter, ex presidente de los USA? La pregunta es más que legítima si recordamos su grave participación y complicidad, cuando acompañado por César Gaviria y Gustavo Cisneros de visita en Miraflores, bendijo el escandaloso Referéndum “ratificatorio” de 2004 y los posteriores, con la presencia del Centro Carter, la OEA y las Naciones Unidas-PNUD, activamente participando con la antecesora de la Mesa de la Unidad Democrática-MUD, la Coordinadora Democrática, que promovió la preparación y realización de ese fraude durante todo un año, que determinó la remoción de Hugo Chávez a partir de esa fecha y lo transformó en golpista-presidente-usurpador, también de la representación del Estado y de la jefatura de las Fuerzas Armadas.
Este año 2011, James E. Carter habría declarado sobre el caso filipino, citando a SMARTMATIC y COMELEC: “la relativamente alta confianza y crédito del público en el uso de la tecnología de reconocimiento óptico de la marca”. El reporte de la misión de observación del Centro Carter de 2010, habría expresado que en las elecciones automáticas en Filipinas, “tal éxito es un crédito para COMELEC y SMARTMATIC, como también para el pueblo de Filipinas, hacia unas elecciones cada vez más transparentes”.
Mientras tanto en Caracas, sin solicitar condiciones para convocar a elecciones controladas de forma absoluta por el régimen-CNE, la MUD continúa en comparsa con los medios de comunicación social y con un grupo de precandidatos de partidos, del sector obrero e independiente, hacia una “selección” de un candidato presidencial de las “oposiciones” el 12FEB2012. No se le explica al ex país, que aunque la mayoría de las condiciones indispensables fuesen “graciosamente concedidas” a esta fecha, aún estaría comprometida toda posibilidad de disponer de un sistema electoral que garantice el respeto de la voluntad del colectivo, conduciendo a la nación a otro engaño-fraude más, también el 7OCT2012.
Si agregamos a las organizaciones políticas agrupadas en la “liga de la MUD”, que según las encuestas representan una minoría, las comparsas de las organizaciones que la respaldan para empujar al país hacia el suicidio colectivo, entre ellas, SÚMATE, ESDATA, los sucesores del “Ojo Electoral”, Grupo La Colina, Gente de Petróleo, FRENTE INTERUNIVERSITARIO y todas las encuestadoras, las que se sumarían a la otra gran farsa de los individuos y las misiones de observadores electorales internacionales, queda claro que los espacios políticos tolerados son exclusivos para alguno de los dos totalitarismos: del régimen y de sus oposiciones.
Refrescamos, una vez más, las incongruencias contenidas en la “pantomima electoral” venezolana. Lo real, lo concreto, lo que tocamos y nos arroya diariamente, es que se diluye la nación ocupada por ejércitos extranjeros y transformada en VENECUBA, desapareció el Estado de Derecho y se violan sistemáticamente los derechos humanos.
¿A quién se le ocurre que por esta vía, cínicamente llamada “electoral” y despreciada por las mayorías, podríamos retornar al imperio de la ley, a la paz? El liderazgo indispensable para marchar hacia el restablecimiento de las libertades no podría estar entre ninguno de ellos, porque todos estarían, aún con las mejores intenciones, cohonestando un triunfo ilegítimo y asociados con el crimen organizado trasnacional, cuyo templo es el Sistema Electoral venezolano.
