Sorry, Mr. President, but when it rains it pours.

This, I honestly feel, isn’t your fault. The system sucks. You only inherited this lousy and dysfunctional system. The Pork Barrel wasn’t your invention.

So, what are you to do? Well, you can at least try to fix this mess.

Make it your legacy to right the wrongs of the past. The 1987 Constitution is the embodiment of those wrongs. It was the Constitution that institutionalized a flawed economic system that keeps foreign direct investors away. It was the 1987 Constitution that insisted on us having a unitary presidential system that is prone to gridlock and thus requires the Pork Barrel to avoid that “feature.”
